If the authorities fail to provide a favourable response, the CEB Engineers who are currently on a work to rule campaign will decide to suspend work at the Norochcholai coal power plant today, said the CEB Engineers’ Union President Athula Wanniarachchi.

The Ceylon Electricity Board Engineers’ Union (CEBEU) had earlier warned that it will have to shut down the Norochcholai, Lakvijaya Coal Power Station, if the environmental protection license (EPL) is not granted by today.

Several other plants, including those at Matara and Embilipitiya, which need clearance certificates would also have to be shut down, the CEBEU President said.

This decision was taken by the Executive Committee of the Ceylon Electricity Board Engineers’ Union (CEBEU) last week and it was decided to refrain from attending to any breakdowns after regular working hours and on holidays, during the work to rule campaign.

Speaking to the Daily News yesterday, Wanniarachchi said that they had received a letter from the CEB, but the CEBEU had not taken a decision on whether to call off the strike action today.

“We will consider their response and make a decision. We demanded that they withdraw their plan and accept ours. We don’t want to inconvenience the public, but as you can see, we can’t keep operating power plants that do not have the necessary approval,” he said.

The CEBEU claims that although the government had promised to solve the issues raised by the union, two of the main demands had not been fulfilled. The granting of approval to the Least Cost Long Term Generation Expansion Plan (LCLTGEP) 2018-2037 and appointing ‘professionals with high integrity and an unblemished record to key posts in the Public Utilities Commission of Sri Lanka (PUCSL) are the two main demands.

However, the CEB Spokesman Sulakshana Jayawardena told the Daily News that the Norochcholai issue is linked to the long term power generation issue and the CEBEU had declared trade union action and work to rule action. “Last week they declared that they would go for further trade union action and shutdown the operations of the Norochcholai coal power plant, Barge power plant, Chunnakkam thermal power plant and the Ace power plant in Embilipitiya which have issues with their licenses, both the PUCSL license and environmental license. The environmental license is applicable for the Norochcholai Coal power plant and the others were requested to obtain the long term power generation approval because those power plants are operating without the proper approvals of the PUCSL.

Last week we had a meeting with the Prime Minister together with representatives of the PUCSL and CEBEU, CEB and the two ministries. During the meeting it was agreed to submit the findings or recommendations of the committees by last Thursday to the PUCSL which they did. The PUCSL considered those recommendations last Friday and last morning they sent the decision to the CEB General Manager copied to the CEB Chairman. According to that decision, they informed that the PUCSL grants approval for the CEB Base Case plan, subject to the accommodation of already Cabinet approved government to government power plants and the latest government policy. “That is the approval we received from the PUCSL. There are certain others but this is the main area we have concern over. They have also informed us to submit the least cost generation plan for 2020-2039 on or before April 2019 for the commission’s approval. That is the second point they had notified the CEB General Manager”.

Now it is up to the CEBEU to consider this decision and convey their stance, he said.

The Ceylon Electricity Board Engineers Union (CEBEU) is determined to shut down the Lakvijaya Coal Power station at Norochcholai next Tuesday unless the environmental protection license (EPL) is issued. The Norochcholai shutdown would lead to two-hour rotational power cuts, the CEBEU said.

 

Addressing the media yesterday in Colombo, CEBEU President, Saumya Kumarawadu said that rotational power cuts of at least two hours were likely if Norochcholai was shut down.

 

“That will be a big problem for the people and the economy. It’s up to the government to solve this issue.”

 

Kumarawadu added that while there were environmental issues caused by the power plant, steps had already been taken to address them.

“The problem was that we had to spend a lot of time initially trying to fix technical issues. I think you remember that there were frequent breakdowns initially but now that has been sorted out. If this power plant had been built by the Japanese there wouldn’t have been any problems. But since the technical issues have been sorted out, we can now take steps to address the environmental ones.”

CEBEU’s Athula Wanniarachchi admitted that coal dust and fly ash were problems the people were faced with in the area. However, those issues could be sorted out, he said.

“I think we can pay people and remove them from areas that are severely affected. Compensation isn’t enough if someone gets sick but we have to do what we can.”

A five-member committee, appointed by Prime Minister Ranil Wickremesinghe, has recommended that the Public Utilities Commission of Sri Lanka (PUCSL) withdraw its policy document and approve the Least Cost Long Term Generation Expansion Plan (LCLTGEP) of the Ceylon Electricity Board (CEB).

The instruction was given when Wickremesinghe met the representatives of the CEB administration, the CEB Engineers Union (CEBEU) and the PUCSL. Minister of Power and Renewable Energy, Ranjith Siyambalapitiya and Deputy Minister Ajith P. Perera were also present at yesterday’s (7) meeting. A representative of the CEBEU told Ceylon Today, that all parties had agreed to adopt the new LCLTGEP, in place of the generation mix principle of the Government’s power and energy policy, which has been approved by the Cabinet.

However, the CEBEU noted that their Trade Union action will not conclude until the LCLTGEP is approved.

The CEBEU launched a work-to-rule campaign from 8 May, demanding the immediate adoption of the LCLTGEP and the removal of PUCSL Director General Damith Kumarasinghe.

Holding a press conference yesterday morning, prior to the announcement of the Prime Ministerial committee’s recommendations, they warned that the activities of the Norochcholai Coal Power Plant will  be held back if their demands are not met.

The 900 Megawatt Norochcholai Power Plant, presently, supplies 30 per cent of the country’s power needs. During the dry season, the Norochcolai Power Plant provides 50 per cent of the requirement. “Because of this, there will be a two-hour-long power cut around the country. The Government will have to take the responsibility for this,” CEBEU President Saumya Kumarawadu said.

The environmental impact licence for the Norochcholai Power Plant, from the Wayamba Environment Authority, has been delayed due to a lawsuit filed by a non-government organization. However, according to the CEBEU, the CEB has fulfilled all requirements in order to obtain the licence.

The five-member committee, led by the Secretary to the National Policies and Economic Affairs Ministry, K.D.S. Ruwanchandra, which assessed the LCLTGEP, was appointed on 30 May. The report is scheduled to be submitted on 23 June.

A committee appointed by Prime Minister Ranil Wickremesinghe to solve a deadlock Sri Lanka’s power utility and the regulator has proposed a solution, raising hopes that threatened power cuts will be averted on June 12.

A trade union of engineers had warned that they will shut down a coal plant next Tuesday for which an environmental license had been denied, because the under work-to-rule they have to work by the book.

The Ceylon Electricity Board Engineers Union is on work-to-rule over a controversy involving changes made by the regulator to a long term power generation plan from which coal was removed, and liquefied natural gas was introduced which they say will lead to more expensive power.

A proposal was made that the regulator withdraw its decision which led to controversy and approve it in the interim with conditions, sources said.

Shutdown on so-called ‘illegal’ plants will be averted if the CEB is informed in writing of a settlement to the deadlock before next Tuesday.

In the meantime the CEB has to work on a new power plan under a new energy mix involving both coal and LNG and submit to the regulator for approval as soon as possible.

The government had already proposed three large LNG plants outside the long term generation plan which is made on the least cost basis taking into account energy security in the form on a mix on fuels.

The union has earlier also warned the government not to procure plants without competitive tender and on a so-called take-or-pay basis.

LNG prices collapsed unexpectedly in 2014, even in Asia, especially after natural gas output rose in the US, but demand takes several years to catch up. Crude prices also collapsed in 2015, but have since picked up.

LNG prices rose sharply this month, to around 9.60 US dollars per million British Thermal Units, up 32 percent since April, despite the northern winter season being over, as industrial demand gradually picked up.

New power plant take several years to build and even for industry to switch, distribution, receiving and storage has to be built, all of which take time analysts say.

EconomyNext: Sri Lanka’s power engineers warn of blackouts from June 12

Sri Lanka’s coal power plants which supply up to 50 percent of energy to the country would be shut down from next Tuesday unless authorities provide environment clearances for standard which the plants already meet, engineers at the state power utility has warned.

Several other plants for which the power regulator has not given licenses for will also be shut down, the utility’s engineers union said, leading to widespread blackouts from June 12, in the latest move in a game of brinkmanship to persuade authorities to build the cheapest power plants.

“From Tuesday we will shut them down one by one,” President of the Ceylon Electricity Board Engineers Union, Saumya Kumarawadu told reporters.

“We are not doing this to win any trade union rights.”

The environmental authority in Sri Lanka’s Wayamba province has not given the environmental license for a 900 MegaWatt coal plant since despite an application being lodged by the CEB, the Union said.

Engineers say the plants comfortably meet minimum emission standards.

However environmentalists have gone to courts, and approvals have been delayed while they are supposed to come up with a settlement.

Under a work-to-rule the engineers will not operate a plant that is effectively ‘illegal’.

“After Tuesday we will not do illegal things,” Kumarawadu said. “To prevent a system breakdown we will announce a power cut schedule.”

Because rainfall is now strong power cuts may be limited to about two hours, union officials said.

The engineers union are currently on work-to-rule protesting a decision by the Public Utilities Commission of Sri Lanka to alter its long term generation plant to remove cheaper coal plants in favour of liquefied natural gas, which is cleaner.

The unions say regulator acted outside is powers. The regulator says it was within its powers and was acting according to a policy declared by President Maithriapala Sirisena. The President has since denied a ‘no coal’ policy. The matter is now before courts.

The CEB and the Union are due to meet Prime Minister Ranil Wickremesinghe on Wednesday.

The regulator had earlier also denied the CEB to permission to operate a 60 MegaWatt barge mounted power plant which is Colombo port.

A 100MW plant hired on emergency basis from Aitken Spence in Embilipitiya has also been denied a license, though it is an approved plant by the regulator.

All the plants will be be shut down, the union said.

The Union however said there were problems at the Norochcholai coal plant in storing coal and also with fly ash at times. “We are not saying that there are no problems,” CEBEU ex-President Athula Wanniarachchi said. “But these problems can be solved.

The CEB has already awarded a contract to build a wind barrier to stop coal dust from being carried away by the wind. They claim that the anti-coal lobby had also delayed its construction for several months using various ruses.

The CEBEU chief said: “Although the union commenced a work-to-rule campaign on May 08, the engineers continued to carry out maintenance work, taking into account the disaster situation. Even though we did not carry out our normal duties after 4.15 PM on working days, we attended to major breakdowns to prevent long drawn out power outages. We did this because there is a high risk of complete power failure, if we do not attend a breakdown of a major transmission line or major power plant,” Kumarawadu said.

 

However, since they were going to properly carry out the union action they could not operate power plants that had not received proper environmental and other approval, he said. “We have been running these plants because we don’t want the people to be inconvenienced, but as you can see, we can’t keep operating power plants that do not have necessary approval. We will have to withdraw from these plants if the necessary licences are not issued by next Tuesday,” he said.

The Engineers’ Union of the Ceylon Electricity Board has decided to launch an indefinite island-wide strike until the Government moves to enact the Least Cost Long Term Generation Expansion plan (LCLTGEP).

Executive committee member of the Union, Athula Wanniarachchi told Ceylon Today that the decision was taken at the special council meeting last Friday (1), with the participation of over 500 engineers from around the island.

However, a five-member committee, led by the Secretary to the National Policies and Economic affairs, K. D. S. Ruwanchandrage is currently assessing the LCLTGE plan. The appointment was made by Prime Minister Ranil Wickremesinghe last Thursday (31) with the deadline to submit the assessment report set as 22 June.

Wanniarachchi, however, claimed that the committee has been appointed to delay the plan.

He noted that the Prime Minister had agreed to initiate the plan and remove the director general of the Public Utilities Commission of Sri Lanka, during the 22 May meeting held between the union representatives and President Maithripala Sirisena. President Sirisena, who contacted the Prime Minister over the phone, had claimed that the issue will be resolved in two days.

The Government ,recently, announced that the PUCSL, which was under the Prime Minister’s powers, was transferred to the Project Management, Youth Affairs and Southern Development Ministry. However, it is now reported that the PUCSL has returned to the Prime Minister.

After many deliberations over the much fraught Long Term Generation Plan of the Ceylon Electricity Board, Prime Minister Ranil Wickremesinghe has appointed a Committee comprising of six officials to study the plan and revert with a report by June 23.

Highly placed sources told the Daily News that both the Public Utilities Commission and Ceylon Electricity Board Unionists had met the President and Premier separately but failed to come to a mutually agreeable consensus.

“The committee comprises of high ranking officials from the Ministry of National Policies, Power and Renewable Energy as well as experts from the private sector,” sources told the Daily News. “The Committee will study the Generation plan proposed by the CEB and is expected to report back by June 23.”

The Committee will be chaired by K.D.S Ruwanchandra, Secretary to the Ministry of National Policies and Economic Affairs, Dr. B.M.S Batagoda, Secretary to the Ministry of Power and Renewable Energy, Upali Marasinghe, Secretary to the Ministry of Petroleum Resources Development, A R Deshapriya Secretary to the Treasury, K.M. Liyanage.

The CEB Engineers Union is currently on a work-to-rule campaign passed a resolution at an Emergency General Meeting yesterday calling on their members to continue their campaign. “It was decided that if the government fails to offer a satisfactory solution including the passage of the Generation Plan put forward by the CEB, we will intensify our strike action.” The CEB Engineers Union is expected to hold an Executive Committee meeting next week, which will decide their next course of action.

Members of the Ceylon Electricity Board Engineers’ Union (CEBEU) would meet this Friday (1) to decide on future trade union action, a spokesperson for the union said.

It is quite likely that they will decide not to attend to any breakdowns after office hours and on holidays under any circumstances after Friday’s Special General Meeting.

 

“Our Executive Committee met on May 25 and decided to call a Special General Meeting convening all members to discuss the current developments and to decide on future trade union action. There is a high probability to make a decision at the meeting not to attend to any breakdowns after office hours and on holidays under any circumstances. If that happens, no guarantees can be given to the stability of the power system of the country,” he said.

EconomyNext: Sri Lanka hydro power generation up in 2018 amid demand growth

ECONOMYNEXT – Sri Lanka hydro’s power generation has bounced back in 2018 with rains returning amid a double digit pick up in overall demand, official data shows.

Total power generation rose 10 percent from a year earlier to 2,480 GigaWatt hours in the first two months of 2019, with February generation up 11.0 percent, data from the central bank shows.

In 2017 power generation only grew 0.3 percent in the first two months.

Hydro power generation at state-run Ceylon Electricity Board has soared 93 percent to 443 GigaWatt hours, in the first two months of the year.

Private sector non-conventional renewable energy, mostly mini-hydro and wind also rose 60 percent to 172 GigaWat hours.

Fuel oil driven energy also grew 21 percent to 496 GWh, amid double digit demand growth and a drop in coal power to 938 GWh in the first two months of 2018.
Private sector thermal energy fell to 411 GWh from 473GWh.

In March 2018 CEB’s hydro generation rose 75 percent to 208GWh data from the regulator, which does not include mini-hydro output showed. (Colombo/May30/2018)

CEB engineers to move out of repairs

The CEB engineers say they will move out of weekend duties, attending to sudden power outages and renovation work.

The CEB engineers commenced a work-to-rule campaign on 9th of this month.

They resorted to the trade union action in protest against failure by Public Utilities Commission of Sri Lanka to approve the Long-Term Power Generation Plan submitted by the CEB.
